His teachers include Linda Cerone, Charles Castleman, and Fritz Gearhart. As a chamber musician, Flanagan has performed with the Chamber Music Society of Sacramento, at the Oregon Bach Festival, at the Chico State Chamber Music Series, and with the new music ensemble Earplay. As a soloist, his performances include concertos with the Sacramento Philharmonic, American River Chamber Orchestra, Bear Valley Symphony, Adelphi Chamber Orchestra, UC Davis Symphony and recitals throughout the Sacramento area.
He has been praised for his "exquisite tone" and "forthright brio" (Sacramento Bee), and his performance of the Sibelius Concerto was described as "a touching and fascinating one, with fine detail and drive" (East Side View). A dedicated orchestral player, Flanagan has performed as concertmaster with the Oakland East Bay Symphony, the California Symphony, the Modesto Symphony, and the Festival Opera of Walnut Creek. Fascinated by history, he has a passion for the musicians of the past and collects antique concert programs and autographed photos.
Flanagan plays on violin made by JB Vuillaume, once owned by celebrated American violinist Albert Spalding.
